Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Coastal States Stability Mechanism (CSSM) aims to increase state presence and community resilience in remote areas of Benin, Ghana and Togo. The CSSM is funded by the United States Agency for International Development (USAID) and the German Federal Foreign Office (GFFO) and aligns with the US Strategy to Prevent Conflict and Promote Stability and the GFFO’s Concept on Foreign and Security Policy Strategy for an Integrated Peace, as well as regional and national efforts to prevent violence.

The CSSM will be implemented by IOM in close coordination with GFFO, USAID, as well as with communities in priority zones and all levels of the host Governments. The primary modality of implementation of the CSSM is a small grants facility.

Core Functions / Responsibilities:

Under the overall supervision of the Chief of Mission and, the Resources Management Officer in Accra, Ghana and the direct supervision of the Supply Chain Officer and in coordination with the Procurement and Supply Division at Headquarters (HQ), the National Infrastructure Officer will be responsible and accountable for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.

The National Infrastructure Officer will also receive guidance from, and provide reporting to, IOM Washington in line with the agreed-upon ‘four-corner management model’. The National Infrastructure Officer will be responsible for the following tasks:

  1. In coordination with the Chief of Party and the Supply Chain Officer, develop a work plan for the on-time completion of all CSSM infrastructure activities and coordinate its implementation within program deadlines.
  2. In coordination with Field Coordinators, coordinate the organization, supervision, and improvement of CSSM infrastructure activities and ensure technically sound engineering and construction components of these activities.
  3. Monitor the engineering and construction work of ongoing projects and evaluate the same components for all completed projects.
  4. Prepare regular reporting on infrastructure program developments, including for weekly, quarterly and final reporting, as well as ad hoc reports and presentations for implementation and other meetings, including but not limited to work progress, financial, quality control, schedule compliance, technical and recommendations.
  5. Act as the main Technical focal point to the CSSM contractors and maintain liaison with them to ensure the quality and pace of work progress.
  6. Prepare BOQs, drawings, cost estimation and work plan for the construction or rehabilitation of existing buildings, and/or new prefabricated structure and temporary structures as required.
  7. Use software packages AutoCAD and other related drawing software to prepare, review, amend, and interpret blueprints; draft plans and details; and modify existing AutoCAD drawings
  8. Participate in the proposal technical evaluation process including assessment of bidders’ qualifications, competency and experience and in analyzing and reviewing the quoted unit rates against IOM’s cost estimate.
  9. Conduct inspection and hands-on supervision of the infrastructure projects. Particular attention has to be given to the quality of work and finishing.
  10. Provide guidance on quality control and other technical areas related to infrastructure to CSSM team members in Accra and the field.
  11. Coordinate with field teams to ensure that infrastructure projects are carefully monitoried and that procedures are implemented to prevent fraud, waste and abuse in the all aspects of infrastructure projects.
  12. Coordinate implementation of all required assessments, plans, mitigation and reports required under donor or IOM environmental regulations for infrastructure projects.
  13. Inspect the quality of proposed/used materials, in line with standards and original specifications of BOQ or approved samples, in order to limit and respond to possible Contractor’s attempts to reduce quality of materials.
  14. Coordinate accurate record keeping, construction inspections, and quality audits. Ensure that drawings and records of actual quantities maintained are kept up to date and variations and addendums are issued correctly.
  15. Check and monitor on work force quantity which should be sufficient to carry out works in line with time schedule. Check and monitor on Contractor performance to avoid unqualified workforce.
  16. Travel to project sites as required
  17. Perform such other duties as may be assigned

Required Qualifications and Experience:

Education

• Master’s degree in civil engineering or a related field from an accredited academic institution or
• University degree from any reputed public university in the above fields with two (2) years of relevant professional experience.

Experience

• Minimum 2 years practical working experience in civil construction in national/ international company/organization.
• A sound and up-to-date knowledge of local construction techniques and materials.
• Versatile in the use of design related software (e.g. AutoCAD, CorelDraw, InDesign, ArcGIS, SketchUp, etc) and ability to prepare schedules/bills of quantities and cost estimates are an asset.
• Knowledge of the building industry, local construction techniques and materials is advantageous.
• Familiarity with environmental assessment and mitigation measures in connection with infrastructure projects
• Experience with infrastructure projects relating to water, sanitation or agricultural development is advantageous.

Skills

• Proficiency in computer applications (MS Word, Excel, Outlook, etc.).
• Ability to work quickly and accurately and pay attention to detail.
• Willingness to assist efficiently in a very busy project environment.
• Ability to meet deadlines and work under pressure.
• Ability to present clear and concise information and good communication skills.
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
• Knowledge of SAP is an advantage.

Languages

• For this position, fluency in English and French is required (oral and written).
